Dr. Tim Hall is a cybersecurity and cryptographic validation expert with more than 25 years of experience at the National Institute of Standards and Technology (NIST). He joined NIST in 1999 following five years in private industry and initially conducted research in internet telephony, wireless networks, spectrum sharing, and dynamic spectrum access, as well as serving as a program manager for NIST’s Advanced Technology Program.

In 2006, Dr. Hall joined NIST’s Computer Security Division, where he became closely involved with the Cryptographic Algorithm Validation Program (CAVP). He later managed the Security Testing, Validation and Measurement group, which included both the CAVP and the Cryptographic Module Validation Program (CMVP).

After retiring from federal service in April 2025, Dr. Hall has remained active in the cryptographic validation community. He consults on SP 800-90 series entropy sources and random bit generators (RBGs). Additionally, he serves as a contract technical assessor for the National Voluntary Laboratory Accreditation Program (NVLAP) and as a part-time Domestic Guest Researcher at NIST, where his work focuses on entropy sources and validation requirements related to NIST SP 800-90C.

Dr. Hall holds a PhD in Electrical Engineering from the University of Delaware.
